The Gambling Regulatory Authority of Ireland (GRAI), established under the Gambling Regulation Act 2024, taking over from the licensing arrangements previously run through the Revenue Commissioners and the courts.
Licence fees
Licence categories, fees and levies are being introduced in stages as the Authority's regime comes into force, alongside betting duty on turnover for bookmaking activity. Because the position is still settling, we check the current requirements directly before advising.
Our recommendation
Relevant if Irish consumers are a target market or you already hold an Irish bookmaker's licence. For most operators the practical approach is to base the business elsewhere and treat Ireland as a market-access licence once the relevant phase opens.

- Advertising, inducements and responsible-gambling obligations are significantly tighter than under the old law.
