Sweden

Sweden runs a fully licensed online gambling market, and B2B suppliers need their own Swedish licence before their games or platforms can be used by Swedish licensed operators.

Regulator

Spelinspektionen, the Swedish Gambling Authority, operating under the Gambling Act (Spellagen 2018:1138).

Who needs a B2B licence

Since 1 July 2023, any business that manufactures, supplies, installs or modifies gambling software used for Swedish licensed online casino or betting needs a gambling software licence from Spelinspektionen. That covers game studios, RNG and remote game server providers, live casino, sportsbook and platform suppliers. Analytics, marketing, CRM and general IT software fall outside the requirement. Each company in a group that carries out these activities needs its own licence, and Swedish licensed operators may only use software from licensed suppliers.

Licence fees

Spelinspektionen charges a fixed application fee and an annual supervision fee for the gambling software licence. Swedish gaming tax is paid by the licensed operator on its gaming revenue, not by the software supplier. We confirm the current fees before you apply.

Our recommendation

Essential for any studio or platform that wants its content live with Swedish licensed operators, and a credible addition to a B2B licence portfolio alongside Malta or the Isle of Man. Review your full distribution chain before applying: a Swedish licence means you must not supply operators who target Sweden without a licence, and Spelinspektionen has fined licensed suppliers whose games appeared on unlicensed sites.

Important to know

  • The application is made in Swedish and must show the knowledge, experience and organisation to run the business lawfully.
  • Licences are granted for up to five years and cover all of the holder's gambling software, including later changes.
  • Licence holders established outside the EEA need a representative in Sweden.
  • Games and systems used by Swedish operators must be certified by an accredited testing body under Spelinspektionen's technical regulations.
  • Controls are needed to stop your content reaching operators that target Sweden without a Swedish licence.
  • Proposed changes from 2027 would extend Swedish gambling law to any online gambling accessible from Sweden, raising supply-chain due diligence expectations further.
  • Operators serving Swedish players need a separate B2C online gambling licence.

Benefits

  • Access to Swedish licensed operators in one of Europe's larger regulated online markets.
  • Spelinspektionen publishes its list of licence holders, which operators check when onboarding suppliers.
  • A single licence covers all of your gambling software.
  • A strong compliance signal to B2B partners in other regulated markets.
